FRANKLIN COUNTY, Va. (Romero Report) — A Franklin County Circuit Court Grand Jury handed down indictments on June 3 against several individuals on charges related to narcotics and weapons offenses.

An indictment does not in itself denote guilt.

Rather, it signifies that a grand jury, after evaluating the presented evidence, has deemed there to be sufficient grounds for a trial.

The following individuals were indicted:

• 30-year-old Jeffrey D. Wiseman Sr.: Three counts of sell/provide resale schedule I/II drugs, one count of drug possession schedule I/II, one count of possession of firearm on person with schedule I/II drug, and one count of felon possessing firearm, for offenses occurring between October 25, 2023, and March 11, 2024
• 37-year-old Corey B. Hartman: One count of drug possession schedule I/II on November 28, 2023
• 66-year-old Agie J. Lafferty Jr.: Four counts of maintain common nuisance, three counts of sell/provide resale schedule I/II drug, one count of felon possessing gun, one count of possession of firearm with schedule I/II drug, and one count of possession with intent to manufacture schedule I/II drug, for offenses between January 22, 2024, and February 6, 2024
• 48-year-old Michael W. Hale: Four counts of sell/provide resale schedule I/II drug and one count of felon possession of weapon or ammo, for offenses occurring between January 23, 2024, and February 12, 2024
• 44-year-old Christopher D. Simpkins: One count of distribution of meth, one count of manufacture/distribute schedule I/II drug (2nd offense), and one count of sell/provide resale schedule I/II drugs on February 8, 2024
• 32-year-old Stacy E. Fontaine II: Four counts of drug possession schedule I/II, two counts of unauthorized possession of drug paraphernalia, and one count of reckless driving/endangerment, for offenses between February 19, 2024, and February 27, 2024
• 21-year-old Haley A. Reese: Two counts of drug possession schedule I/II drug, one count of sell/provide resale schedule I/II drug, one count of distribution of meth, and one count of manufacture/distribute schedule I/II drug (2nd offense) on February 8, 2024
• 27-year-old Brandon W. Kowinsky: One count of sell/provide resale schedule I/II drug and one count of sell/distribute schedule IV drug on March 27, 2024
• 47-year-old Kenneth M. Setliff: One count of sell/provide resale schedule I/II drug and one count of drug possession dchedule I/II on April 7, 2024
• 31–year-old Luis J. Garcia: One count of drug possession schedule I/II and one count of possessing firearm with schedule I/II drug on April 19, 2024
• 32-year-old Christopher J. Stegall: One count of drug possession schedule I/II and one count of manufacture/distribute imitation schedule I/II drug on February 27, 2024
• 50-year-old Joey L. Morris: One count of drug possession schedule I/II and one count of driving suspended on January 14, 2024
• 47-year-old Jessee J. Phillips: One count of drug possession schedule I/II on May 20, 2024
• 34-year-old David J. Ashe: one count of violent felon possessing weapon and one count of receiving stolen firearm on April 24, 2024
• 48-year-old Richard E. Holt: Two counts of drug possession schedule I/II, one count of drug possession schedule III, one count of obstruction, and one count of providing false ID to law enforcement on March 8, 2024
• 53-year-old David L. Overstreet: Two counts of sell/provide resale schedule I/II drugs between February 21, 2024, and March 7, 2024
