HENRY COUNTY, Va. (rbs news now) — Henry County is helping residents beat the summer heat while supporting small businesses with its new “Chill Out in Henry County” campaign—just in time for National Ice Cream Month.
The program features a stamp card initiative that rewards customers with a free frozen treat after visiting four participating locations:
- Livy’s ice cream shop, 2824 Virginia Avenue, Collinsville
- Dippers Ice Cream, 4970 Greensboro Road, Ridgeway
- Bahama Sno-Shack, 3161 Virginia Avenue, Collinsville
- Holy Cow Ice Cream, 1420 Virginia Avenue, Martinsville
“This campaign offers a simple way to support our local businesses while encouraging residents to get out and enjoy their community,” said Henry County Administrator Dale Wagoner. “We’re pleased to partner with these locally owned shops to highlight the unique experiences they offer and to bring a little extra enjoyment to the summer season.”
Here’s how it works: Participants can pick up a stamp card at any of the four locations.
Each time they make a purchase, they’ll receive a stamp.

After collecting four stamps, they can redeem the card at any participating shop for a special treat—details vary by location.
Rodney Billings, owner of Livy’s ice cream shop, said his business has seen a lot of excitement around the program.
“A lot of people are coming here to pick up these cards,” Billings said. “It’s pretty simple—get a stamp each visit, and when you’ve got four, bring it back to us and we’ll give you a snowy in the flavor of your choice. Plus, you’ll be entered to win free merch like shirts, tumblers, stickers, or even a $25 gift card.”
Billings added that the goal is to create a fun and refreshing way for people to stay cool and shop local.
“The average temperature’s about 90 degrees right now, and folks are always looking for a way to cool down. We’ve got a misting fan, ice cream, and snowies to do just that.”
The campaign runs through July and is part of the county’s broader push to promote its small businesses and community engagement.
