ROANOKE, Va. (rbs news now) — The average Appalachian Power customer is expected to see a $10 monthly savings beginning next month.

Lower energy prices and an increased use of renewable power sources have led APCo to request approval from the Virginia State Corporation Commission (SCC) to reduce its fuel factor rate from 4.139¢ to 3.133¢ per kilowatt-hour (kWh).

An interim rate, which will lower the average residential customer’s monthly bill by about $10.06 based on 1,000 kWh of use, will take effect on November 1, while the SCC continues to review the proposal.

The SCC will hold a public hearing on March 3, after which it will issue a final order on whether to approve the rate change.

If the new rate is finalized, Virginia residential customers will pay 16.36¢ per kWh, slightly below the national average of 16.48¢, according to the Edison Electric Institute’s August 2025 report.

APCo said that it does not profit from fuel purchases, which primarily include natural gas and coal, or from purchased power.
