MARTINSVILLE, Va. (rbs news now) — The City of Martinsville announced that Police Chief Rob Fincher will step down from his role effective January 1, 2026.

Fincher will continue to serve as Interim City Manager at the will and pleasure of the city council, a November 3 news release said.

Fincher, who has served with the Martinsville Police Department for 31 years, has led the department as chief for the past three.

During his tenure, the city saw overall crime reduced by one-third, improvements in officer retention, and strengthened partnerships with community organizations and law enforcement agencies at the state and federal levels, the release said.

“After more than three decades in law enforcement, I feel it is the right time to take on the next chapter of my career,” Fincher said. “The Martinsville Police Department is strong, and its leadership is fully prepared to continue moving forward. I am confident in the team that is in place and grateful for their dedication to our community.”

Fincher added that while he currently holds the title of chief, certain federal and state responsibilities tied to the position cannot be delegated — a factor influencing his decision to step aside.

“The department deserves clear, uninterrupted leadership,” he said. “Stepping aside now will ensure continued progress.”

As Interim City Manager, he will focus on advancing organizational priorities and supporting city council initiatives, the release said.

When asked by rbs news now whether Acting Police Chief Chad Rhoads would seek the permanent role, Public Information Officer Kendall Davis said, “There’s no further comment on selecting the City’s next Chief of Police.”

Rhoads confirmed in a separate statement to rbs news now that he intends to apply once the position is open.

“The position will not be vacant until January,” Rhoads said. “It is my understanding that the position will be opened to applications. I do intend to apply. I look forward to the process.”

Davis said in the release that details regarding the search process for the next police chief will be announced at a later date.
