
COLLINSVILLE, Va. (rbs news now) — A Collinsville man is being held without bond following an investigation into tire deflation devices found in a Henry County roadway that damaged at least two vehicles, according to the Henry County Sheriff’s Office.
Deputies responded Jan. 6 to the area of Murphy Road and Virginia Avenue in Collinsville after receiving reports that metal spikes had been intentionally placed in the roadway.
Investigators later identified Elden Douglas Duncan, 64, of Murphy Road, as a suspect, and executed a search warrant at his residence on Feb. 2.
During the search, deputies located packaging materials consistent with the purchase of the tire spikes, along with several boxes of ammunition.
Investigators also discovered a crudely constructed improvised explosive device and remnants of additional detonated devices.
Virginia State Police bomb technicians were called to render the device safe before it was seized for further analysis.

Duncan, a convicted felon, has been charged with possession of ammunition by a convicted felon, possession of devices for puncturing motor vehicle tires, two counts of throwing or depositing certain substances on a highway, and two counts of property damage.
He is currently being held at the Henry County Adult Detention Center without bond.
Authorities said the investigation remains ongoing and additional charges are expected.
The Virginia Department of Wildlife Resources was also contacted after deputies found the illegally possessed hide and feathers of a red-tailed hawk.
A conservation officer seized the remains, and related charges are pending.
