FRANKLIN COUNTY, Va. (rbs news now) — Nineteen individuals were indicted by a Franklin County Circuit Court grand jury on June 1 in connection with narcotics and weapons-related offenses, according to the Franklin County Sheriff’s Office.

The indictments, announced Wednesday by the sheriff’s office, stem from investigations involving alleged drug possession, distribution, manufacturing and firearms offenses occurring between 2025 and 2026.

Those indicted include:

  • Chasity A. Scott, 48, on one count of possession of a schedule I or II controlled substance and one count of possession of a schedule IV controlled substance stemming from an incident on Jan. 18, 2026.
  • Charles M. Barnhart, 47, on one count of possession of a schedule I or II controlled substance and one count of possession of a weapon or ammunition by a convicted felon on Jan. 18, 2026.
  • Isaac S. Glavan, 26, on three counts of possession of a schedule I or II controlled substance and two counts of prisoner possession of an unlawful chemical on Feb. 18, 2026.
  • Amanda D. Pagans, 44, on one count of possession of a schedule I or II controlled substance, one count of possession of a schedule III controlled substance and one count of obstruction of justice on June 1, 2025.
  • Josie F. Taylor, 67, on one count of selling a schedule I or II controlled substance, three counts of distribution of a schedule IV controlled substance and one count of maintaining a common nuisance in January and March 2026.
  • Daniel S. Honaker, 43, on two counts of possession of a schedule I or II controlled substance and one count of possession of a schedule VI controlled substance on Jan. 26, 2026.
  • Elisa I. Belcher, 42, on two counts of possession of a schedule I or II controlled substance, four counts of manufacturing or distributing a schedule I or II controlled substance and two counts of maintaining a common nuisance between December 2025 and May 2026.
  • Miguel A. Bocanegra, 38, on one count of possession of a schedule I or II controlled substance, one count of driving while intoxicated, one count of reckless driving and one count of refusal of a blood or breath test on Oct. 20, 2025.
  • Henry E. Routon, 52, on two counts of possession of a schedule I or II controlled substance stemming from incidents on March 30 and May 29, 2025.
  • Joseph L. Gladfelter, 40, on one count of possession of a schedule I or II controlled substance on Jan. 15, 2026.
  • David A. Smith, 64, on three counts of selling a schedule I or II controlled substance, three counts of distribution of a schedule I or II controlled substance, three counts of distribution of a schedule IV controlled substance and four counts of maintaining a common nuisance during January, February and March 2026.
  • Desirea D. McGrady, 42, on two counts of possession of a schedule I or II controlled substance stemming from incidents on Nov. 2, 2025, and Feb. 20, 2026.
  • Grayson S. Hamlett, 54, on one count of possession of a schedule I or II controlled substance on Dec. 15, 2025.
  • Jason P. Highberger, 40, on one count of possession of a schedule I or II controlled substance on Sept. 13, 2025.
  • Trenton V. Ray, 30, on one count of possession with intent to manufacture a schedule I or II controlled substance on Oct. 31, 2025.
  • Brent A. Backus, 75, on three counts of possession of a schedule I or II controlled substance in December 2025 and January 2026.
  • Jessica Gonzalez, 34, on one count of selling a schedule I or II controlled substance on March 19, 2026.
  • Richard E. Holt, 50, on one count of possession of a schedule I or II controlled substance and one count of possession of a weapon or ammunition by a convicted felon on Jan. 18, 2026.
  • Austin B. Trail, 31, on one count of possession of a schedule I or II controlled substance on Feb. 10, 2026.

An indictment is not a determination of guilt.

All defendants are presumed innocent unless and until proven guilty in court.
